Is Current Consumption Excessive? A General Framework and Some Indications for the United States 总被引:3,自引:0,他引:3
Abstract: Many prior studies have explored the implications of human population growth and environmentally problematic technologies for biodiversity loss and other forms of environmental degradation. Relatively few, however, have examined the impacts of the level and composition of consumption. We offer a framework that shows how the level and composition of a society's total consumption relate to the uses of various forms of capital and to the sustainability of natural resources and human well-being. We relate the framework to two main approaches—top–down macro studies and bottom–up computer models—for measuring whether overall consumption in the United States satisfies a sustainability requirement. Existing top–down studies have shortcomings that bias their results toward optimism, and current computer simulation models, although strong on revealing biophysical outcomes, are limited in their ability to evaluate impacts on human well-being. Although some ambiguities arise in determining whether overall consumption in the United States is excessive, our conclusions regarding the composition of U.S. consumption are unambiguous. Distorted consumption patterns and associated production methods lead to excessively rapid natural resource depletion; greater conservation would yield gains to current and future generations that more than compensate for the sacrifices involved. Public policies that deal with the composition problem not only would help conserve natural resources and improve current welfare but also would reduce the costs of meeting the goal of sustainability. 相似文献

The transformation of the ethos of children's relief organisations from sentimentalism into science was reflected in the rise of nutritional science, eugenics, child psychology and child guidance. A related transition occurred in the organisational forms of child welfare organisations: with the rise of welfare states, government organisations took an increasing role. Internationally there was a move to expand the scope of charities relieving children in distress to broader strategies promoting child welfare. In this paper I consider these shifts in the case of international measures to relieve child starvation and to promote child welfare between the First and Second World Wars. I examine how health organisations had to move away from relief work and establish programmes seeking to relate the developing scientific understanding of nutrition to a range of factors affecting health. 相似文献

We analyzed the relation of the amount and spatial pattern of land cover with stream fish communities, in-stream habitat,
and baseflow in 47 small southeastern Wisconsin, USA, watersheds encompassing a gradient of predominantly agricultural to
predominantly urban land uses. The amount of connected impervious surface in the watershed was the best measure of urbanization
for predicting fish density, species richness, diversity, and index of biotic integrity (IBI) score; bank erosion; and base
flow. However, connected imperviousness was not significantly correlated with overall habitat quality for fish. Nonlinear
models were developed using quantile regression to predict the maximum possible number of fish species, IBI score, and base
flow for a given level of imperviousness. At watershed connected imperviousness levels less than about 8%, all three variables
could have high values, whereas at connected imperviousness levels greater than 12% their values were inevitably low. Connected
imperviousness levels between 8 and 12% represented a threshold region where minor changes in urbanization could result in
major changes in stream condition. In a spatial analysis, connected imperviousness within a 50-m buffer along the stream or
within a 1.6-km radius upstream of the sampling site had more influence on stream fish and base flow than did comparable amounts
of imperviousness further away. Our results suggest that urban development that minimizes amount of connected impervious surface
and establishes undeveloped buffer areas along streams should have less impact than conventional types of development. 相似文献

Abstract: The growing demand for biofuels is promoting the expansion of a number of agricultural commodities, including oil palm (Elaeis guineensis). Oil‐palm plantations cover over 13 million ha, primarily in Southeast Asia, where they have directly or indirectly replaced tropical rainforest. We explored the impact of the spread of oil‐palm plantations on greenhouse gas emission and biodiversity. We assessed changes in carbon stocks with changing land use and compared this with the amount of fossil‐fuel carbon emission avoided through its replacement by biofuel carbon. We estimated it would take between 75 and 93 years for the carbon emissions saved through use of biofuel to compensate for the carbon lost through forest conversion, depending on how the forest was cleared. If the original habitat was peatland, carbon balance would take more than 600 years. Conversely, planting oil palms on degraded grassland would lead to a net removal of carbon within 10 years. These estimates have associated uncertainty, but their magnitude and relative proportions seem credible. We carried out a meta‐analysis of published faunal studies that compared forest with oil palm. We found that plantations supported species‐poor communities containing few forest species. Because no published data on flora were available, we present results from our sampling of plants in oil palm and forest plots in Indonesia. Although the species richness of pteridophytes was higher in plantations, they held few forest species. Trees, lianas, epiphytic orchids, and indigenous palms were wholly absent from oil‐palm plantations. The majority of individual plants and animals in oil‐palm plantations belonged to a small number of generalist species of low conservation concern. As countries strive to meet obligations to reduce carbon emissions under one international agreement (Kyoto Protocol), they may not only fail to meet their obligations under another (Convention on Biological Diversity) but may actually hasten global climate change. Reducing deforestation is likely to represent a more effective climate‐change mitigation strategy than converting forest for biofuel production, and it may help nations meet their international commitments to reduce biodiversity loss. 相似文献

The taxonomic uniqueness of island populations is often uncertain which hinders effective prioritization for conservation. The Christmas Island shrew (Crocidura attenuata trichura) is the only member of the highly speciose eutherian family Soricidae recorded from Australia. It is currently classified as a subspecies of the Asian gray or long‐tailed shrew (C. attenuata), although it was originally described as a subspecies of the southeast Asian white‐toothed shrew (C. fuliginosa). The Christmas Island shrew is currently listed as endangered and has not been recorded in the wild since 1984–1985, when 2 specimens were collected after an 80‐year absence. We aimed to obtain DNA sequence data for cytochrome b (cytb) from Christmas Island shrew museum specimens to determine their taxonomic affinities and to confirm the identity of the 1980s specimens. The Cytb sequences from 5, 1898 specimens and a 1985 specimen were identical. In addition, the Christmas Island shrew cytb sequence was divergent at the species level from all available Crocidura cytb sequences. Rather than a population of a widespread species, current evidence suggests the Christmas Island shrew is a critically endangered endemic species, C. trichura, and a high priority for conservation. As the decisions typically required to save declining species can be delayed or deferred if the taxonomic status of the population in question is uncertain, it is hoped that the history of the Christmas Island shrew will encourage the clarification of taxonomy to be seen as an important first step in initiating informed and effective conservation action. 相似文献

Conservation focuses on maintaining biodiversity and ecosystem functioning, but gaps in our knowledge of species biology and ecological processes often impede progress. For this reason, focal species and habitats are used as surrogates for multispecies conservation, but species‐based approaches are not widely adopted in marine ecosystems. Reserves in the Solomon Islands were designed on the basis of local ecological knowledge to conserve bumphead parrotfish (Bolbometopon muricatum) and to protect food security and ecosystem functioning. Bumphead parrotfish are an iconic threatened species and may be a useful surrogate for multispecies conservation. They move across tropical seascapes throughout their life history, in a pattern of habitat use that is shared with many other species. We examined their value as a conservation surrogate and assessed the importance of seascape connectivity (i.e., the physical connectedness of patches in the seascape) among reefs, mangroves, and seagrass to marine reserve performance. Reserves were designed for bumphead parrotfish, but also enhanced the abundance of other species. Integration of local ecological knowledge and seascape connectivity enhanced the abundance of 17 other harvested fish species in local reserves. This result has important implications for ecosystem functioning and local villagers because many of these species perform important ecological processes and provide the foundation for extensive subsistence fisheries. Our findings suggest greater success in maintaining and restoring marine ecosystems may be achieved when they are managed to conserve surrogate species and preserve functional seascape connections. Abstract: Conservation biology has provided wildlife managers with a wealth of concepts and tools for use in conservation planning; among them is the surrogate species concept. Over the past 20 years, a growing body of empirical literature has demonstrated the limited effectiveness of surrogates as management tools, unless it is first established that the target species and surrogate will respond similarly to a given set of environmental conditions. Wildlife managers and policy makers have adopted the surrogate species concept, reflecting the limited information available on most species at risk of extirpation or extinction and constraints on resources available to support conservation efforts. We examined the use of surrogate species, in the form of cross‐taxon response‐indicator species (that is, one species from which data are used to guide management planning for another, distinct species) in the Sacramento‐San Joaquin Delta, California (U.S.A.). In that system there has been increasing reliance on surrogates in conservation planning for species listed under federal or state endangered species acts, although the agencies applying the surrogate species concept did not first validate that the surrogate and target species respond similarly to relevant environmental conditions. During the same period, conservation biologists demonstrated that the surrogate concept is generally unsupported by ecological theory and empirical evidence. Recently developed validation procedures may allow for the productive use of surrogates in conservation planning, but, used without validation, the surrogate species concept is not a reliable planning tool. 相似文献

Abstract: Informally gathered species lists are a potential source of data for conservation biology, but most remain unused because of questions of reliability and statistical issues. We applied two alternative analytical methods (contingency tests and occupancy modeling) to a 35‐year data set (1973–2007) to test hypotheses about local bird extinction. We compiled data from bird lists collected by expert amateurs and professional scientists in a 2‐km2 fragment of lowland tropical forest in coastal Ecuador. We tested the effects of the following on local extinction: trophic level, sociality, foraging specialization, light tolerance, geographical range area, and biogeographic source. First we assessed extinction on the basis of the number of years in which a species was not detected on the site and used contingency tests with each factor to compare the frequency of expected and observed extinction events among different species categories. Then we defined four multiyear periods that reflected different stages of deforestation and isolation of the study site and used occupancy modeling to test extinction hypotheses singly and in combination. Both types of analyses supported the biogeographic source hypothesis and the species‐range hypothesis as causes of extinction; however, occupancy modeling indicated the model incorporating all factors except foraging specialization best fit the data. 相似文献

Abstract: There is a growing recognition that conservation often entails trade‐offs. A focus on trade‐offs can open the way to more complete consideration of the variety of positive and negative effects associated with conservation initiatives. In analyzing and working through conservation trade‐offs, however, it is important to embrace the complexities inherent in the social context of conservation. In particular, it is important to recognize that the consequences of conservation activities are experienced, perceived, and understood differently from different perspectives, and that these perspectives are embedded in social systems and preexisting power relations. We illustrate the role of trade‐offs in conservation and the complexities involved in understanding them with recent debates surrounding REDD (Reducing Emissions from Deforestation and Degradation), a global conservation policy designed to create incentives to reduce tropical deforestation. Often portrayed in terms of the multiple benefits it may provide: poverty alleviation, biodiversity conservation, and climate‐change mitigation; REDD may involve substantial trade‐offs. The gains of REDD may be associated with a reduction in incentives for industrialized countries to decrease carbon emissions; relocation of deforestation to places unaffected by REDD; increased inequality in places where people who make their livelihood from forests have insecure land tenure; loss of biological and cultural diversity that does not directly align with REDD measurement schemes; and erosion of community‐based means of protecting forests. We believe it is important to acknowledge the potential trade‐offs involved in conservation initiatives such as REDD and to examine these trade‐offs in an open and integrative way that includes a variety of tools, methods, and points of view. 相似文献
